Year 1999: Google has formed its style of search engine, which is clean and clear. It is also the Google homepage with least characters so far. (Take a look here)

Year 2001: Right after 911, Google offered condolences to victims who were attacked. Even it’s been five years, it seems as if it happened yesterday. Year 2002: Google redesigned the layout of components other than the basic search field and buttons. Labels had been added to the homepage. (Take a look here: 2002-May and 2002-Sep.)
Year 2003: Google homepage for Valentine’s Day. Google has indexed more than one billion pages over the internet and the UI did not change a lot. (Take a look here)
Year 2004: Google homepage for Olympic Games. Labels had been removed above the search box, which makes the page clearer. Instead, “More >>” has been introduced to represent increasing number of services provided by Google. (Take a look here)
Year 2005: Google has indexed almost two times pages compared to year 2004. More services were introduced, such as “Google Local” (Take a look here)
Year 2006: Cooperated with the Chinese government. Users got more services through their Gmail account. More personalized choices were added on the top right corner of the page. 25 billion pages have been indexed.
2006-Auguest: Google.com in English version changed UI design. On the homepage, Google added Google Video to the main menu, and combined Books, Froogle, Groups, to the “more” list. (Take a look here)
Google tested this version of homepage on 2007-March-23 (via Digg), and released this UI design on 2007-May-17. Google put more services in the menu, on the top of the homepage. It seems like more “Simple” to search. (Take a look here)
This UI was found on Korean - Google Homepage on 2007-May-30th, When you hover your mouse over the circles on the bottom of the page (labeled Gmail, Calendar, Picasa, ect…), the logo of the product will show up as the circle fade away, and when you move your mouse out, it changes back to a circle.
